1) How Big Is the Bureaucracy?
The federal bureaucracy is massive— an estimated 3.1 million civilian employees work for the federal government, with another 4 million contractors, grantees, and consultants wielding influence.
These unelected individuals oversee a budget of $6.4 trillion and administer agencies that impact every facet of American life, from education to healthcare to national defense.
Over decades, this bureaucracy has been infiltrated by left-leaning ideologues who view their role not as administrative, but transformative of culture, politics, and economics.
They see themselves as protectors of a radical agenda.
Their power is amplified by powerful unions, like the American Federation of Government Employees (AFGE), which actively lobbies against conservative reforms.
2) Why Trump Can’t Fire Everyone at Will
One of the greatest challenges for any conservative president is the inability to remove bureaucrats who undermine their agenda. Biden’s Executive Order 14003, issued shortly after taking office, reversed Trump’s Schedule F initiative to reclassify up to 50,000 federal employees as at-will workers.
Schedule F would have made it easier to fire those obstructing policy changes—but Biden’s order solidified protection for these bureaucrats.
The federal civil service system, established in 1883 by the Pendleton Act, was designed to prevent political favoritism. But it has evolved into a shield for entrenched ideologues, creating a “shadow government” immune to accountability.
3) Obama’s Secret Army
The Deep State as we know it today was fortified under Barack Obama. Obama expanded the federal workforce and strategically embedded loyalists in key positions during his tenure. These operatives were tasked with advancing his socialist agenda long after he left office.
Obama’s Senior Executive Service (SES) appointees, often called the “Obama Army,” are particularly influential. This group of about 8,000 individuals occupies senior roles across agencies, making them nearly impossible to remove. They set policy, oversee budgets, and ensure that radical ideals dominate every administration that follows—regardless of the president’s party.
4) The Resistance
These ideological bureaucrats are now called the “resistance.”
The resistance is alive and well, determined to destroy all efforts to restore America’s greatness. These ideologically driven bureaucrats have a singular mission: obstruct, undermine, and ultimately derail Donald Trump’s agenda.
Here’s what they’re doing:
- Leaking information: Strategic leaks to the media aim to embarrass and weaken the administration.
- Slowing down reforms: Bureaucrats delay approvals, bury changes in red tape, and ignore directives.
- Ignoring orders: Many simply refuse to act, creating chaos and inefficiency.
- Colluding with outside groups: Radical leftist think tanks and advocacy organizations are briefed on policy decisions to prepare lawsuits and public campaigns.
This coordinated effort is not limited to one agency. For example:
- At the Department of Defense, bureaucrats are working to discredit figures like Pete Hegseth.
- At Health and Human Services, the goal is to delegitimize voices like Robert F. Kennedy Jr., who challenged Big Pharma and government overreach.
5) Why This Deep State Resistance Is Different from Trump’s First Term

They are proactive, emboldened by Biden’s appointments, and strengthened by the judiciary.
