Ballot harvesting is legal in some states and illegal in others. According to Ballotpedia, ballot harvesting is legal in 36 states. In 4 states only the voter is allowed to return the ballot with certain exceptions and in 10 states and Washington D.C., they did not specify who could return ballots.
Ballot harvesting can lead to voter fraud but is not voter fraud in and of itself.
In some states where ballot harvesting is rightly illegal, political mobilizers still try to use it.
The political campaign that can efficiently use the power of ballot harvesting is the campaign whose candidate will win.

1) What is Ballot Harvesting?
Ballot Harvesting allows third parties to collect and deliver ballots.
The “third party” could be a friend or stranger unrelated to the voter. They usually are paid campaign workers or volunteers who harvest ballots for a candidate or multiple candidates… usually called a “slate.”
These third parties collect completed absentee ballots from voters and deliver them to polling places or election offices.
However, many of these third-party operatives (very well trained and organized), also fill out the ballots for people and, in some cases, fill out stolen ballots from apartments, nursing homes, or people on vacation.
Homeless are frequent targets, including ballots and voter registration for money or incentives.
There is no chain of custody or accountability for who delivers the ballot.
They are unknown and unaccountable.
2) Ballot Harvesting Should Be Illegal Nationwide, but Conservatives, Christians, and Libertarians Could Use it To Defeat Evil and Elect a Great Candidate
Ballot harvesting presents one of the greatest threats to election integrity because of a lack of accountability and bad actors’ agendas.
Ballot harvesters with an ideological agenda, with voter data and training, can determine which ballots to collect, which to return, and which to discard… It’s all secret and invisible.
The ballot harvester fills out the ballot or tells the voter how to vote, often using a partisan voter guide.
However, in states where it’s legal to ballot harvest, Christians are getting involved.
For example, Calvary Chapel Chino Hills, led by Pastor Jack Hibbs, collected over 14,000 ballots for the 2024 election cycle in California.
These often are voters about 30% to 40% of those eligible to vote who would not have voted without the ballot harvesting.
“Churches must stand for righteousness in the public square,” Hibbs said.
Tony Perkins, president of the Family Research Council, a national Evangelical group, said, “If we want to win, we need to take advantage of the laws.”
3) States Where Ballot Harvesting is Illegal Can Still Have Illegal Ballot Harvesting
Ballot harvesting is illegal in many states. In Arizona, it was outlawed, but the Democrats sued to make it legal. The case went to the U.S. Supreme Court, which decided that Arizona could outlaw ballot harvesting, but it still happens and there have been convictions.
Here’s an example of just one case where it happened:
The former mayor of San Luis, Arizona, along with several other women, pled guilty to ballot harvesting fraud, conspiracy, and ballot abuse.
Mayor Guillermina Fuentes was caught on videotape illegally collecting and filling out ballots outside a polling place during the 2020 election. Although Fuentes went to prison, Alma Juarez, Nadia Guadalupe Lizarraga Mayorquin, and Councilwoman Gloria Lopez Torres all received probation and had to pay fines.
They develop a list of “probable” voters based on advanced data collection and microtargeting messages to select groups such as those favoring abortion or student loan prospects.
4) Why Illegal and Legal Ballot Harvesting is So Successful
Ballot harvesting happens when political campaigns, in states where it’s legal, train and organize people to go door to door to voters based on voter data. They also go to those who are incapable of voting in person, like the elderly in a nursing home or people compromised on drugs and alcohol, who would give them a ballot.
The SEIU and other unions create an army of trained and organized ballot harvesters in California.
In these states, “get out the vote” organizations and groups often use someone of authority, such as a boss, union organizer, community organizer, or other authority, to pressure or persuade voters to hand over their ballots.
They can increase the voter turnout for their candidate by 4% to 12%, which is enough to win an election.
5) Major Problem: Community Organizers
The radical left and non-profit groups, Democrat Party, the Democratic Socialists of America and Labor Unions have all trained and organized ballot harvesting wherever they can, legal or not, figuring out ways to do it.
But “community organizers” are very effective, offering politics and community to gain trust.
Legally, groups such as the Community Health Center will register and persuade people how to vote. They are federally subsidized with your tax money, are radical socialists, and work for the Democrats.
Community organizers do a lot of work in the Hispanic community because those communities often have large and small gatherings. It’s easy for community organizers to organize and register people to vote and then collect the ballots for ballot harvesting.
Radical groups like Indivisible specialize in organizing on the local level and will have major impact on elections in 2026.
Ballot harvesting is open to abuse and fraud.
It must be stopped in all 50 states for there to be election integrity.
And Republicans, conservatives and Christians must do it as long as it’s legal… or lose.
